REGIONAL FINANCIAL SYSTEMS ANALYST

 

This position is open until filled. Please note application screening will begin on Monday, September 9, 2024.

 

40 hours per week, Monday-Friday, 8:00am-4:00pm, 250 days per year

Start date:  September 23, 2024 or soonest available date

Location:  Remote/Hybrid

Definition

The Regional Financial Systems Analyst is responsible for understanding and supporting regional financial applications to enhance solutions within multiple districts supported by the High Desert ESD.  This includes delivering high-quality service to application users across multiple financial, cash receipting, and personnel applications, as well as other platforms.   The Analyst performs a wide range of technical support functions, including system integrations; end-user support and training; query and report writing; data extraction and analysis; and business workflow optimization.

Qualifications

  • Bachelor’s degree in finance, accounting, computer science, IT or an equivalent combination of education and experience that provides the required knowledge and abilities
  • Knowledge of Financial/Human Resources processes and relevant state/federal requirements
    • Finance / Audit / Budgeting / Payroll / Human Resources / Accounts Receivable / Accounts Payables / Fixed Assets / Cash Receipting / Federal and State Reporting compliance
  • Knowledge of governmental accounting principles, fund accounting, accrual and cash basis methods
  • Knowledge of SQL and relational database management systems including queries, managing data and data integration. ERP (Enterprise Resource Planning) system experience preferred.
  • High proficiency in Excel, Microsoft Office, Google Suite
  • Demonstrated project management skills and the ability to handle multiple tasks and priorities effectively
  • Proven experience in system implementation, process optimization and workflow analysis
  • Strong analytical skills required to interpret and assess complex information, validate data integrity and make recommendations to achieve desired outcomes
  • Ability to effectively communicate technical and complex information to a variety of groups and individuals with varying levels of technical knowledge.
  • Must have access to reliable transportation, and consistent attendance is required. In person attendance is required as scheduled.

 

Classification    Supervisor/Manager – (Remote/Hybrid)

 

Reports to    Regional Financial Systems Administrator

 

Performance Responsibilities 

  1. Provide user support and maintenance for data information systems, including training, troubleshooting, implementation of new processes, and assisting with optimization of existing processes. 
  2. Provide detailed application support tracking on system issues, new development, and collaborate with technology support or 3rd party providers to ensure timely resolution.
  3. Lead and manage projects related to system upgrades. Plan, execute, and monitor application upgrades across multiple environments.  Effectively manage and support new system implementations ensuring effective data integration from multiple sources.
  4. Provide regular updates and recommendations to district leadership highlighting progress, potential issues, and strategic opportunities for improvement. Collaborates with multiple department stakeholders to align system functionality with organizational needs.
  5. Communicate technical and non-technical information clearly and professionally to all peers, management, and district partners.  
  6. Exercise independent judgment in prioritizing tasks, setting timelines, and establishing procedures and tools to best serve the customer. 
  7. Utilize project management skills to coordinate resources, track progress, and measure outcomes. Design processes and documentation with foresight for future maintainability, application growth and technological advancements. 
  8. Analyze and interpret complex technical data and data challenges to support decision-making and develop an effective course of action.
  9. Provide after hours and/or on call support as scheduled
  10. Respect and maintain confidential information in all situations 
  11. Fulfill other related duties as assigned

 

Terms of Employment:  Salary, benefits and vacation are established by policy.
